The TO-35 did have a live PTO if the tractor had the usual 6 speed transmission. At least all the one that I have traded for and or bought did. As for the lift problem. There is a plate on top of the lift quadraunt just to the right under the seat that is held on with two bolts. There is a tube underneath this plate that has orings on it. Pull tube out and replace orings. Be careful when reinserting it, not to miss the hole in the bottom.

If there is no change in problem, then the next step is to check pump relief valve. Replace this valve if it is bypassing. This valve can be changed out through the right side cover.

The control valve are also known to wear alot due to the constant rocking motion from the pump.

Be sure the transmission fluid is 90 wt mineral or at least 80/90 GL-4 or GL-5 oil. Current type hydraulic transmission fluid won't work very well in these older tractors unless you are in very cold climate.
