Get some gasket cement and glue the gasket to the pan- and dress the other side with silicone or some such. I have good luck with aviation form-a-seal. About the consistency of molasses. Then tighten eavenly. Don"t just tighten bolts next to each other. Go in a criss-cross pattern.
As far as your relay, do you have a 12 volt test light? Can you hear the pump kick on when you turn the key? A lot can be found with a jumper wire/and or test light. You do have a manual for your ranger so you know where to check and probe, right? If not you can check them out at the library usually, and/or find the info online.
