Belts have to deflect 3/4" Book says belt must be tightened and checked daily after initial run in, and then weekly to keep tension correct.
I'd say 130 HP is smoking the belts, the tractor would never lug down, just burn up the mower. Try running on a smaller tractor if you have one available. If the mower works that poorly, I'd be having a tech look at it...t
