UPS has made it so easy for shippers- Put all your boxes in a corner, guy comes in and picks them up- they bill you, so you don't have to do anything but put the address sticker on (which they supply).
Postal carriers are never going to get excited about picking up packages- it all pays the same, and the less stuff they have to deal with, the better, in the carrier's mind. So even if the Postal Service could get carriers interested enough in picking up packages to make it convenient, at the minimum the shipper is still going to have to figure postage, have a postage meter, etc. It will never be as convenient as UPS and Fed Ex, so you will continue to get soaked for needless UPS shipping of small items.
