I have a hand-start D that I used to cuss at a lot until I figured it out. The other guys are correct, it shouldn"t be very hard. Just to reiterate a few points...
(1) Make sure the petcocks really are fully open. The ones on my D are a bit tricky to gauge, because full open is a funny angle.
(2) Most of the young guys I"ve seen at shows are trying to spin it way too fast. No need for that. Nice and slow will work just as well.
(3) Go easy on the choke. Each tractor is different, but on my D I use full choke for two complete spins of the flywheel (one engine cycle) or until it gives a pop and tries to run, whichever comes first. Then choke full off and it will usually start on the next spin.
