Believe me, your question is so wide open it could take pages to answer plus we would need more info, but heres a few basics:
The Mags start/impulse timign has to be right at TDC, too fast n the flywheel kicks back, too slow n shes hard to start
The carb has to be set right and its idle circuits in good shape.
Many like to start at slow idle on carb and 7/8 or so choke but DO NOT FLOOD AND WET FOUL THE PLUGS CUZ THEN SHE IS A BEAR TO START. Once you get vapor out the petcocsk NO MORE HEAVY CHOKING
Id try a new set of plugs, if they are 7/8 use Autolte 3077 but if the smaller 18 mm plugs, try Autolite 3116
The points need to be gapped correct and clean n shiny with ho bad pits or carboned up. You might try to clean/buff/polish them first but if badly burned they need replaced while a points file cleaning may get her going.
You MUST have a strong very visible BLUE spark NOT a faint thin wimpy yellow one for good hand starts and a good carb set right and decent compression
Try new plugs and clean and gap or replace points and condensor and check start/impulse timign at TDC n see what happens.
How well does it start and run if pull started?? if good then but not from cranking the mags impulse spring may be broke or weak
Just toooooooo may variables n they all gotta be RIGHT for good hand starts, sorry
