The key ingredient in all rust converters is Phosphoric acid. The catalist is water, iron oxide becomes Iron Phosphate. Gemplers has a good product at a reasonable price. If you have a chemical supplier in the area, a gallon of 85% phosphoric will make you about 12 gallons of rust converter by adding water. It will disolve aluminum, and you don't want to spray it. Home Depo also sells a metal prep solution in the paint department that is Phosphoric based.
