The detension ponds and the retension ponds are used a lot to control heavy rain in areas that do not have adequate drainage for the water to all dissapear at one time to hold it and let it dissapear slowly. A rain that would need a 10" tile to handle it with either type will let the water out slowly thru possible 4-5" tile without it blowing up the tile from overpressure. And a detension pond will have grass covering the complete bottom while a retension pond holds a couple of feet of water at all times with the sides grass covered.
