The simple answer would be for a reference for determining maintenance intervals and such, since an engine has a finite life span. Consider a stationary engine, or tractor that runs at max rpms, operating a generator or irrigation pump, etc., but doesn't move an inch. You'll notice that @ rated rpms the engine hours and real time are very close and that the hour meter will slow down with lower rpms. There's probably a better explanation :-)
