Hi Truck, You have a partial plugged heater core. At high rpm you force enough hot fluid thru the heater core to heat, but at low rpm you don't have enough flow thru the heater coil becuse the pump is pumping less at low rpm. Your deceleration is the same as low rpm. Also make sure your hot supply line to the heater coil is feeding the top of the heater coil and returning at the bottom outlet.

This time of the year if you don't have a heated work space, you might consider getting a gallon of flush (theres is more concentrated) from your local radaitor repair shop, unhook both lines from the heater core and install a circulating pump on the heater core lines to keep from tearing the dash apart. A swamp cooler pump is cheap and works great.
