You might be interested to know that some early Mercedes diesels had an electric auxiliary pump in the heater hose whose purpose was to keep the flow through the heater core going when the engine was idling. These engines didn't make much power (the 5-cyl nonturbo was only 77 hp) and had better thermal efficiency than a gas engine, so there wasn't much waste heat at idle. Maybe you could add an electric pump to your heater too?
