As stated,probably need a carb kit. The THREE MOST important steps is cleaning, cleaning and cleaning. Soaking in cleaner, blowing cleaner through it and using high pressure air hose to blow it out WILL NOT WORK. You need to clean each passage, on an individual basis with carb spray through the little red plastic tube, run small wire through it, repeat spraying, repeat wire, repeat spray, then blow through it with compressed air.
