I also own a gas Oliver 1600 with the 248 motor which I keep outside, and have found that unless I replace my solenoid every couple of years I have this same problem. I haven't had to replace the solenoid on any of my other tractors. A good way to test this is to jump the solenoid and see if you get a nice fast cranking speed.
