Since its a gas burner the hard starting sounds like vapor lock. Check the fuel line and see if it has gotten bent up where the fuel would be restricted to the pump or if the fuel line is laying on the block getting hot. Could be the fuel pump is weak or carbuerator needs rebuild. Mostly you get vapor lock when you shut off a hot engine and then re-start a short time later but different factors affect this -- I would check everything from the fuel tank to the intake out good. The water leak may be a freeze plug about to rust out if from the back of the engine.
