Possibly you could tighten head bolts to stop leaking water, but I'm not real good at mechanical issues up close, never mind at a distance.
On the starter not spinning with the rebuilt starter and a good battery, I would look into bad connections at battery posts and cleaning them, and possible bad wires from battery. Battery cables can go bad under the insulation and not be appearant. Do any of the wires from the switch get hot when trying to crank? It's possible there are bad wires there, and, some body can correct me if I'm wrong, but a bad switch might be an issue.
