Bob, I had an 8N for many years and contemplated the use of a rototiller. All of the shortcomings can be overcome in one way or another (no live PTO or hydraulics) except for the speed of 1st gear. It is much too fast. The overdrive/underdrive that was popular for these tractors alters the input shaft speed and thus the underdrive reduces the PTO RPM at the same ratio. Back in the days when these tractors were new someone offered a gear reduction after the transmission which slowed the ground speed but kept the PTO at the same relationship to engine RPM. I've only heard of these reducers, I've never seen one. It you can find a Sherman under/over drive and install in on the input of the transmission to achieve the slower ground speed, then you may be able to use a gearbox on the rototiller that increases its RPM. You could get an industial gearbox and fit it one, but it's a lot of work if you don't have access to a machine shop. KRM
