When tire shops had vulcanisers for hot patching tubes and vulcanising smaller holes in casings they also replaced valve stems, at least on cars and light trucks. That was 50 or so years ago, may all be gone now, but wouldn"t hurt to ask if any heavy truck tire shops around.. Good luck.
