oliver super 55 ,3 point problems

My super 55 has lost all power to the 3 point hitch,the arms can be lifted by hand and will free fall, I have checked the hyd. oil ,only to find it running over? Can someone tell me if the top cover of the transmission,is the hyd.pump housing .can this be removed easily for inspection? I need this hard starting diesel for snow blading in central IL.
