You have to look for these deals, and it might cost more than $50, but how much is not having it blow up in your face worth? If it's too thin to be used safely as-is, throw it away and look for a replacement. Also, be real careful with the sandblaster. You can remove a lot of metal real quick with one of these, and create weak spots in an otherwise good rim. A better alternative is nylon bead blasting which is a lot easier on the steel, though more expensive, but not as expensive as a new rim.
