Bolens Snowblower Problem - Can Anyone Help ???

Looking at buying a Bolens snowblower, about 8-10 horse and I think in good shape and a good deal. I've never really looked at any blowers before so I'm totally out to lunch on what might be wrong with this one (at least I think there might be a problem). It has 5 forward speeds, a reverse, and a Neutral location on the handlebar area. It is controlled by a little lever that fits into slots. Problem is, when the tractor is in Neutral (running or not) you can't push it manually to move it, the wheels seem stuck. Other than that it seems to work OK, it drives when put into gear and comes out of gear when put in Neutral. Any suggestions what to look for with the problem I mentioned???
