I was recently faced with trying to remove a Woodruff key that was very stuck in its seat. Hitting the end of it with a brass drift or even a hefty round-nose chisel didn't budge it. Grabbing it with a Vise Grips and prying didn't work. Finally, I carefully center-punched the key on top and drilled to the depth of the key with a drill bit just smaller than the width of the key. That weakened it enough to allow me to remove it in two pieces. Just be careful with the drilling.
