There used to be plenty of Ford Model A/B performance parts out there, and the Ford flathed tractor engines are very similar to those.
You can mill the head - a machine shop could tell you how much.
More displacement always helps, and more RPM's would help. A flathead is limited on intake and exhaust flow, so clean up the ports and relieve the valve pockets. I don't know if there are bigger valves that would work but that would help.
You'd need more carburetor long before you'd need more exhaust system, so 30% more power from a dual exhaust is not likely to work out. Look for a dual carburetor setup or a bigger carburetor. Buy or build some headers.
