I believe tractors like John Deere 5200,5300 etc. can have a field installed creeper which will do what you want; I think it ran a little over $1000 when these tractors were new. Also Ford 3910-4610 etc. had a creeper option on the 8-speed. Even an old MF35 with the standard 6-speed will be around 500 PTO rpm at 1400 engine rpm and .75 mph, and should be the cheapest of the lot. Of course you can't go wrong with any IH Hydro if you find one in good shape, but these will generally be bigger and less maneuverable than the above. A lot comes downs to what your budget is.
