My Kawasaki had the same problem. Governor hunting, lack of power, choke seemed to help but didn't cure anything. One day when I was looking it over I spotted smething that looked like white cloth way down in the induction system under the air filter housing. I took the whole induction module off and what I found was this stuff that looked like white cloth was actually insect nest material/web, whatever. Just enough to screw up the airflow. Cleaned it all out and it runs like new.
