It can only be two things...spark or fuel. Take the distributer cap off and remove the rotor. Turn over the engine (with switch on) and watch for spark at the points. If no spark, check the starter switch, condenser, coil, etc...If spark, put the distributer back together, remove the plugs one-at-a-time, ground them to the block (away from the open cylinder hole as the mixture can ignite) and turn over the tractor...you should see spark in the gap. No spark here, bad wires or plug. For fuel, pull the fuel line at the carb and check for flow. If flow, check the float and jets in the carb...could be gummed-up. Spray some engine starting spray into the carb and try to start. If it fires momentarily, you've got a fuel problem. Happy hunting.
