Yes. You need to break the tire down, clean up the tire with a buffing wheel, then buffing fluid as you would normally do with a patch, then apply vulcanizing cement as normal, then pull the plug through and roll the patch on with a porcupine roller as usual... They work well IF the hole is such that it can be plugged anyway. Otehrwise you need a large radial blowout patch. The plug/patch basically just works to retain the plug from coming out of a radial tire.
