As mentioned, and in accordance with my experience, more'n 90% of all trailer electrical issues are ground related.
But. A few years ago, while I was having problems with newly replaced trailer brakes, i contacted Dexter and was told electric brakes have a break-in period. According to them, it takes 25 to 50 "cycles" to wear in new magnets, shoes, ect.
Check current from hot wire, through ground wire at all 4 corners to make certain all are equal. If so, I'd try towing an EMPTY trailer a few miles and using the brakes frequently to see if they wear in.
