410 has two fuel pumps; one on the side of the engine and one built into the fuel-injection pump. Engine-mounted pump is a diaphram pump and works off the engine-camshaft. Fuel pump inside the fuel-injection pump is a rotary-vane pump and turns anytime the fuel-injection pump is turning.
There is no design problem; the system works fine when parts aren't clogged or broken. You might want to check the fuel fitting at the bottom of the fuel-tank first, since it can clog fairly easy if there is no screen on it.
The two main problem areas for fuel are #1 the fuel fitting at the tank-bottom, and #2 the plastic dampener inside the fuel-injection pump (if it's a DB or JDB Stanadyne/Roosamaster).
