The fuel flow test mentioned earlier is a good one.

I got fooled one time because the rubber hose that went from the fuel line into the pump had rotted. Changed the pump and nothing got better.

If you've got a 361 chances are it's got one of those Motorcraft 2 bbl carbs on it. They have about 20 parts inside. If you do have to go into it, a rebuild kit shouldn't cost that much and it shouldn't be that hard to do. You might pull the carb off the engine, being sure to tape or otherwise cover the opening in the intake manifold right away, and don't drop anything down in there.
