Major possibilities:

Cam timing is off, causing valve face to hit the top of the piston because valve is open at or very near TDC. Not likely if engine runs.

Valve stem is bent, causing valve to jam in the guide.

Rocker arm is frozen up.

Wrong push rod (too long)

If it has hydraulic lifters, the lifter could be frozen.

Valve adjustement is too tight.
