Off subject, but it's dry here....

Friend of mine has a drilled well on his property where the water overflows to the surface in all but the dryest weather, which probably makes it really more of a spring than a well. I have a good well on my property not being used. I don't suppose there would be any kind of geological anti-gravitational siphon trick or something that a fellow could do to coax the water to the surface?? (Yeah, I know, they're commonly called a pump, but that ain't my question here.) I guess if there was a way to fool mother nature everybody would have a man-made "spring". Or, is there a good way to detect ground water that might be just under the surface? Thanks for any input. Sorry for being off subject, but my it's dry here, and I sure could use the water!
