The Vice President is the President of the Senate but he only votes if there is a tie vote in the Senate.He is first in line to replace the President if something happens to where the President cant function.I think Bush took over for Reagan after Reagan got shot for a couple of days while he was in the hospital was the last time this happened.After the Vice President in succession to the President is the Speaker of the House and then the President Pro Tem of the Senate.That is the highest ranking Senator in the Senate who takes the place of the Vice President as President of the Senate when the Vice President is not able to be there.Actually the Vice President is considered the Head of Congress when he is functioning as the President of the Senate since he ranks higher than the Speaker of the House.Got this off of Wikapedia.
