BRITISH LEYLAND 344 TRACTOR

I AM LOOKING AT A LEYLAND 344 TRACTOR TO BUY FOR $3500.00. IT HAS A PROBLEM WITH THE PTO & HYDRO LIFT. THE OWNER SAYS HE WAS SHREDDING WITH IT ONE DAY AND THE LIFT DROPPED AND THE PTO QUICK TURNING ALL AT ONCE. I CHECKED THE HYDROLIC OIL, IT IS OVER FULL AND MILKY (LIKE IT HAS WATER IN IT). MY QUESTION IS COULD THE PROBLEM BE EASILY SOLVED BY CHANGING THE OIL AND FILTER?
