It is possible that one of the valves used to select one-way or two-way is out of position. If not, you have one of many possible problems causing your regulator valve or safety valve to remain on high pressure rather than opening to allow low pressure when not in use. Could be stripped gears, sheared key or excessive leakage in a remote valve, or a damaged screen, plugged orifice or sticky spool in the regulator valve. Could also be the adjustment of the draft linkage for the FastHitch, if so equipped. Get a manual and check the one-way valve and draft linkage adjustment first. Seems like some site called Royal Cross Farms?? has a pretty good walk-through of the valve assemblies if you have to go that far. Good Luck, they can be a little frustrating sometimes.
