"-50" has NOTHING to do with it. The fuel pump IS supposed to run steady as long as the engine is running. You most likely have a broken diaphragm in the fuel pressure regulator.
One side of the diaphragm is exposed to full fuel pressure, the other to manifold vacuum. When the diaphragm fails fuel POURS into the intake manifold.
Remove the pushed-on vacuum hose from the nipple and see if it's full of gasoline.
