Each time that I have experienced this problem the cause has always been a leak in the supply line from the tank to the pump. When the tractor is not running, fuel is ever so slowly bleeding back into the tank because air is permitted to enter the system. This can be compared to holding fluid in a straw by placing your finger on the top of the straw. As long as your finger prevents the entry of air the fluid will remain. Allow air to get by your finger and you know what happens. It can be frustrating finding such a small leak but perseverance will pay off.
