It may be required depending on where you live. Wouldn't hurt to call up the local inspector. My experience is that they're very helpful if you ask questions beforehand.
When I finished my basement I ran the central AC/heat ducts down the walls to discharge at the floor, with the returns in the ceiling. I close them in the summer (stays plenty cool) but it makes a world of different in the winter having the heat come out at the floor.
