Not only did Lincoln not say this, it doesn't make sense that he would have said it. The statements clearly comment on populism, a political movement that didn't take hold in the US until after the Civil War. And it seems likely that had Lincoln lived to see the rise of populism, his sympathies would have been with the populists, rather than opposed to them.
Theodore Roosevelt was very much a populist and was alive in 1916 when these words were written. I wonder if he ever read this quote? I seriously doubt Teddy would have agreed with several of the statements, given his passion for trust-busting.
