The last JD I had was a 2010 so I'm no expert, but AFAIK JDs of that age have a priority valve which gives priority to the steering. Perhaps there is some issue with the valve. I've had trouble on other tractors plus the 2010 with dirty hydraulic oil filters so I would start there, getting the simple things out of the way first.
BTW, I like the looks of the 2640. Seems to have a good combination of HP in a compact package. However, I've had to turn down the idea of getting one since the clutch is a little stiff and in an awkward place for my bum left knee.
