If you are only getting 192 thats not enough to open the gas valve. Its enough to hold the pilot open, but not enough to open the valve. You need at least 300, clean the pilot, if that doesnt increase your millavolts replace the thermopile. Are you sure the clicking you here is the gas valve or the thermostat calling for heat? I work at a propane company and dealt with many of these units, I'll bet its the thermopile.
