I suspect the hub has or had threaded holes. There are regular 1/2" hex-head bolts (instead of pressed in studs) run through from the back with regular hex nuts and washers (instead of tapered seat lug nuts) outside the rim. The back/inside face of the hub is curved very slightly without the machined or cast flats I would expect if it had originally been intended for the bolts.
