Drew, this sounds like a challenging logic problem! I'd like to suggest a couple of things to check. First, does the link from the governor(No, I don't mean Dubya!) to the carb move erratically to cause the changes inengine speed, independent of throttle position? If so, the governor is suspect #1(yeah, this sounds more like Dubya). Second: check the centrifugal weights in the distributor, lcoated below the mounting plate for points and condensor. If their springs are broken or pivots rusted, etc they could cause erratic ignition timing, with resulting unhpredictable engine speed, again independent of throttle position. Happy hunting! Tex
