Allan, You have your systems confused. A receiver-dryer is used on a system with an expansion valve. The receiver-dryer is on the high side of the system and should be very hot. If it is cool you have a restriction in it.
On the other hand with the orifice tube system, an ACCUMULATOR is used and it is found on the suction side and should be cold as you described.
