Two points: 1) Even if every farmer who owned the land before you cut the grass, that doesn't mean it is safe for you to do so. We all have to operate machinery within the limits of the machinery and our own capabilities. 2) It seems that you don't really have a grass cutting problem, you have a neighbor problem. If the stream floods seasonally, leaving the grass tall will help control bank erosion. Maybe one of the other folks can offer a suggestion on how to deal with your neighbor. Any suggestion I would offer would not be very "neighborly"!
