When I was racing, I modified a lot of distibutors in Ford cars. If you will look at the end of the shaft under the rotor, you may see a felt wick. Remove it and there is a snap ring that will allow the upper part come out. This may be holding the plate in place. It's been 15 years and I'm trying to recall from long-term memory.

If that's not it tug a little harder. The plate may be wedged or rusted in place. I've taken them out, I just can't remember without looking at one.
