Danny, first off what is frozen up, the fan shaft or the governor or both? Remove the mag. & try to move the governor shaft to see if there is free play in the governor shaft (should be able to turn 1/16"+ in each direction. If the fan shaft is frozen then the hood, gas tank, radiator & water/fan bearing stand will have to be removed. If it is the governor only then it can be unbolted & slid out to the rear. The bearings are not too hard to change but there are backlash & timing concerns to deal with, make sure you keep ALL the gaskets that are between the fan & governor (tag for location) & the l/h governor cover gaskets because they are shims to control gear line-up & backlash. But if you are restoring the tractor it should all come apart anyway including the engine, transmission & governor as there are probably pitted & worn parts & bearings throughout the whole tractor.
