WILL NATPA NOW ALLOW SPACERS FOR DIVISION IV

Do any pullers out there getting ready to spend the 20+ Gs to build a division IV NATPA or USAP tractor agree that it would be nice if the two clubs had the same rules for the major catagories of engine development; like whether or not your allowed to have spacer plates or girdles on your blocks????? Maybe after the meeting Nov 2,3 it will be the same. Can anyone explain what the original disagreement was that caused there to be the two different clubs--i.e. difference in opinions on tires,speeds,weight classes????
