My grand-dad, Newt, was a mechanic who started his career back in the 1920's. Newt always said that you have to start with the basics, and go from there. To support combustion, you need fuel, ignition, and air...and all 3 in the right amount, and at the right time.
Are you sure you have fuel in the cylinders? How do you know? Once you can answer that, then move to ignition. Are you sure you have a spark to each cylinder, in the proper order, and strong enough to light the air/fuel mixture? How do you know that? And are you sure you're getting air to the cylinders? How do you know?
Even with weak compression, if you're getting air, fuel, and spark in the right amount and at the right time to each cylinder, the engine will run. Compression matters as it relates to cylinder sealing, and suction of the fuel/air charge into the cylinders since we're dealing with updraft carburetion.
You say you have fuel and spark. Where are you checking for spark? At the plug? Or at the plug wire terminal? Or just at the cap? And fuel...are the plugs getting wet? If not, how can you be sure you've got fuel into the cylinders? And if your plugs ARE getting wet, how do you know you're getting spark?
As you see, it's hard to give a definite answer without knowing ALL the facts.
