Most of Europe is 230V from just one line to neutral in houses and business and that's it. No 2nd line. If three phase then it's all the same thing but it's called anything from 380V and up to 416V. As long as somebody doesn't wire the welder up and mix the neutral and ground wires. It should work fine in North America with the ground to chassis and line 1 to the normal live terminal. And line 2 to the neutral terminal if the neutral is floating free from the welder's chassis. XL or 50 hz is 83.3% or the XL of 60z if everything else stays identical. Hysteresis and core losses will increase by 120%.
