An uncatylized clear coat is no better than an uncatylized pigmented paint. They will both fade in sun. If the existing paint is in good enough shape that you are considering clearing over it , then you should be able to rub it by hand with a real fine finish grade rubbing compound and follow up with some 3M hand glaze and get the new look you are after.
